In relation to the areas of energy and bio fuel,
there are no fixed guidelines for achieving certain quotas in Europe.
Even the Bio Mass Action Plan of the EU-Commission of December 2005, which
states target values for the proportion of bio mass as a raw material, is
restricted to the areas of traffic and energy. The utilization of renewable raw
materials is factored in only in certain research areas. The recently
introduced concept for the 7th EU Research Framework Program provides
at least - albeit hidden - a separate topic for research on bio refineries and
bio-based products, though this is not particularly prominent. Overall,
however, binding European targets for this third pillar of the economy, next to
energy and fuel, are sadly missing.
