| The Organic Waste Ordinance |

The changes in the Packaging Ordinance are a very important first step for the introduction of biodegradable plastics into the market. However, disposal of biodegradable plastics in organic waste containers is prohibited, even if the bioplastic is fully biodegradable. According to the Organic Waste Ordinance, only packaging which is manufactured from 100% renewable materials can be disposed in organic waste containers. Subsequently, the only current means of disposal of biodegradable plastics which contain some non-renewable materials is in personal compost heaps or in the landfill waste collection. The organic waste decree issued on September 21 1998 states that organic waste may be applied to soil which is used for agricultural, silvicultural or horticultural purposes. In Appendix 1 of the decree it is said (list of utilization of surfaces suitable for organic waste): "Biodegradable products obtained from renewable raw materials only if degradability based on the norm of a technical standard is proved." [liberally translated] Decisive is the formulation „from renewable raw materials", which ultimately permits the application of fertilizers only if the products consist of 100% renewable raw materials. |
